Most of my gear is new but some have slots filled as I got it from Murch and others are empty but might have been used in battles. Raising star power to at least have all 3 sub slots seems a little bit more worthwhile to me when tracking your gear seeds because more slots means the subs you earn are more visible and easier to track Splat3GearView. The terminal is behind you to your left when you first log in to the game.
